创建 Agent
选择尚未使用的 Agent ID；以下命令固定到本次构建的模板快照。

以下引用来自模板的 skills.toml。创建时请审阅各技能的说明与依赖；固定模板 SHA 不会固定未指定 ref 的外部技能。
